The memorial was erected to honour the heroic generals, usually referred to as the 13 martyrs of Arad, of the 1848-49 War of Independence.
Most of the generals were executed on 25 October 1849 in Arad by the Austrian Empire. During the capitulation, 10 of the generals and a number of other military officers had to wait in Gyula before being handed over to the Austrian army. The surrender of the officers took place on the site of the memorial. The sculptures are arranged in a semi-circular shape and the colours of the paving, the gravel and the lawn in front of the sculptures represent the colours of the 'kokárda' (a tricolour rosette, which is a symbol of the 1848-49 Revolution and War of Independence.)
The columns display the symbols of the revolution, such as the Hussar's cap, Kossuth coat of arms, drum, saddle, and the allegory of the virtues, represented by the female figures (courage, justice, wisdom, and moderation).
